Carter Administration UFO records
The Carter administration (1977–1981) produced a distinct tranche of US-Government UFO material. Carter himself filed a sighting report in 1969 and his administration's official correspondence with NASA Administrator Robert Frosch in 1977 explored whether NASA should take a research role on the topic. DoJ counsel Philip Heymann's instruction to the FBI in 1979 initiated the Animal Mutilation investigation. Robert Todd's parallel FOIA campaign in 1978–1979 produced the Bolender memo's first public release.
